Under the development of technology, financial institutions can provide financial services in a diversity way and practice “Financial Inclusion” in a reasonable cost due to FinTech. Even though the Internet branches set up by the traditional financial institutions one after another, it still hard to get rid of providing the services from the angle of the bank. Meanwhile, digital banks such as O-Bank and DAWHO, which focus on the experiences of the customers and provide the
integration online and offline services. But the scope of services still no obvious difference than the traditional bank. Internet-only-bank is carried out under the government policy and need to obtain the license in some countries, it emphasizes the “cross-industry alliances” and creates a financial ecosystem, so that can provide corresponding and convenient financial services to every scene in daily life, also make it easier for customers to obtain customized information and financial service
advice. However, we still need to pay attention to the issues of credit risk, liquid risk, personal data protection and the money laundering prevention while the FinTech development brings the improvement of the convenience. Because of the difference of legal systems, countries adopt various regulatory measures. Such as Europe and the United States adopt “Functional Supervision” on financial supervision, so it can be regulated according to the part involved in the application of financial
technology. China, South Korea, Japan, Hong Kong and Taiwan adopt “Institutional Supervision” so it’s hard to break the boundaries of the supervision and respond to the risks while FinTech developing. Due to adopt “Institutional Supervision” and confined to the slow and complicated legislative procedure, Taiwan is difficult to supervise the rapidly changing risks under the development of FinTech. Under the premise, the regulations of FinTech changing rapidly, the compliance cost of the one
be regulated increased and the regulators need to supervise cautiously. RegTech is a good way to both of them because it’s not easy to change the supervision system in most of the countries.
